The new immigration plan proposed by the Liberal Party of Canada under the leadership of Mark Carney, who became the next Prime Minister after the federal election on Monday (April 28):
1. Stabilize the number of permanent residents (PR)
The Liberals acknowledge that immigration levels have grown too fast in the past, putting pressure on housing and social infrastructure, and have pledged to “stabilize” the number of permanent residents at less than 1% of Canada’s population each year after 2027. This is consistent with the current Immigration Levels Plan, which targets 395,000 in 2025, 380,000 in 2026, and 365,000 in 2027.
2. Reduce the number of temporary residents
As of January 2025, Canada had approximately 3.02 million temporary residents, representing approximately 7.25% of the population. The Liberals aim to reduce this to below 5% by the end of 2027. This will be accomplished through a reduction in study permits, strict limits on Post-Graduation Work Permits (PGWPs), and Open Work Permits for Spouse (SOWPs).
3. Increase French-speaking immigration
The Liberals propose increasing the non-Quebec Francophone immigration target to 12 per cent by 2029, up from the current targets of 8.5 per cent by 2025, 9.5 per cent by 2026 and 10 per cent by 2027. This target is intended to support Francophone communities and meet labour needs in Francophone minority areas.
4. Support economic immigration
The Liberals plan to overhaul the Global Skills Strategy to help Canadian businesses attract global talent, particularly from the United States. They also pledge to work with provinces and territories to simplify and speed up the process of recognizing international qualifications and professional experience.
5. Other commitments
Use digital service tools to reduce processing times and eliminate backlogs.
Provide legal assistance to asylum seekers and refugees so they receive timely advice.
These policies reflect a shift in the Liberal Party's approach to immigration, aimed at balancing economic needs and the capacity of Canadian society to absorb them.
